new home rain gutter

When I did the new home inspection on this Sidney, Nebraska homes roof I found the rain gutters full of ice.  On second glance I found that the gutter starts around the right side of the home across the garage, back to the front porch, across the porch and drains at the left side of the photo.  Long run, one drop spout, poor idea.
